TELE2's market strategy in all countries is based on offering easy-to-use, low-cost services. The first TELE2 network in Russia was launched in 2003. The company invested over $1 billion in its regional projects in the following four years, and launched its networks in a number of Russian subjects. In all cases, before the launch, the company upgrades its networks and installs new equipment, which will allow it to develop effectively in the long term. TELE2 Russia currently serves 10,422,000 million subscribers in 17 Russian regions (as of December 31, 2008). Among them are St Petersburg and the Leningrad Region, as well as the Arkhangelsk, Murmansk, Novgorod, Komi Republic, Smolensk, Kursk, Voronezh, Belgorod, Lipetsk, Nizhny Novgorod, Rostov, Krasnodar and Adygea Regions, the Udmurt Republic, Chelyabinsk, Omsk and Kemerovo Regions. At the end of 2007 TELE2 Russia was also declared the winner of the tender for GSM-licenses in 17 regions of the North-Western, Central, Volga and Siberian Federal Districts, where the company's networks would appear in the future. In November 2008 the company bought a cellular network in Kaliningrad Region. The total number of inhabitants in the areas where TELE2 holds licenses exceeds 61 million. TELE2 offers its subscribers not only the most affordable tariffs, but also guarantees convenient service conditions. Focusing on subscribers' interests, the company offers simple services that are most in demand by its customers. The strategy of low prices lets the company significantly expand the circle of mobile communication users, making it available for the mass consumer, including such groups as public sector workers and socially unprotected citizens. It has already become common practice that the least well-off people also become TELE2 subscribers. This provides the possibility of mobile communication even for the most unprotected groups of the population. This is what we see as the main social function of our company. Our strategy, our experience in competitive regional markets allows us to guarantee favorable terms of connection and use of mobile services for residents of the regions. According to our data, in the regions where regional operators, such as TELE2, operate along with the "Big Three" federal operators, the price level of federal operators is significantly lower. |
