CJSC "UkrTeleBud" was founded in 1995 by the well-known in Kiev and Ukraine company "Kiev-Donbass". In the same year the Ministry of Communications of Ukraine issued "UkrTeleBud" a license for construction and operation of cable television and information networks in Kiev. The project was ordered in the Research Institute "Giprosvyaz", technical specialists of the largest American cable operator and manufacturer of professional television equipment DX Antenna were invited for consultation.
