"APEX" is an open joint-stock company operating in the Chelyabinsk region. The company was founded in 1993.
In 1999 APEX carries out its activity as an operator of the federal cellular network "SOTEL" in the Chelyabinsk region. Presently APEX participates in implementation of the pan-national project of building third generation cellular communications under the Sky Link brand name. At the end of 2004 the company was licensed to provide services of CDMA-2000 standard federal cellular communication. Since then APEX is a full participant of the nationwide project "Sky Link" and carries out the construction of 3G cellular communication in Chelyabinsk oblast.
"Sky Link provides services of high speed mobile Internet access and voice services in 31 subjects of the Russian Federation* (third generation CDMA2000 1X EV-DO technology implemented in 450 MHz radio interface). Technological advantages of the newest digital standard allow providing "Sky Link" subscribers with the highest speed of the mobile internet access and data transmission (up to 3,1 Mb/sec), as well as high-quality voice, ability of storage and on-line access to any information and multimedia services that are not available in the second generation networks.
Since June 2008, in Chelyabinsk the CDMA 2000 1x EV-DO Revision A (EV-DO Rev.A) technology has been put into commercial operation.
EV-DO Rev.A is an upgrade to EV-DO Rev.0. The use of EV-DO Rev.A allows an order of magnitude increase in the peak sending speed - up to 1.8 Mbit/s, and increase up to 3.1 Mbit/s download speed by a subscriber. At the same time, the average data transfer rate to the subscriber will be 600-800 kbit/s.

As of September 2008, Sky Link had 850,000 subscribers (including RTDK companies that provide services under the "Sky Link" brand in Yekaterinburg, Chelyabinsk, Saratov and Kaliningrad). The company's strategy is aimed to strengthen its market positions while maintaining the balance of voice and data in the three main components of the 3G operator's activity: traffic transit, development of services and access devices.
